Excerpt: The problem of healthcare daunts America. There appears to be no solution that fully honors both the American tradition of free enterprise and the concept of commonwealth and the right to basic public services. After almost a year of intensive national debate, an upset Massachusetts election challenged the Democratic Party's ability to pass a bill without Republican support. But at this juncture, after a State of the Union address in which President Obama reasserted his determination to proceed with some form of compromise legislation, it is instructive to review the debate and what may still be possible, some 15 years after President Clinton's earlier attempt.
